SECTION 2 - OPTIMIST AUTHORITY The Optimist Youth Football Program is maintained and operated by the BYSC. The Board of Directors confirms all responsibility and authority for the operation of the program: • COMMISSIONER: Appointed annually by the Board to administer the OYF Program.

Presides over all committee meetings, appoints directors and coordinators, provides overall guidance and direction for the program, interprets the rules, and presides over any appeal and all other duties and responsibilities normally associated with the position of Commissioner of an athletic program. • EXECUTIVE DIRECTOR: Appointed by the Board for an indeterminate term and is the primary liaison to the Board.
